to be fair even when HSR does anything for (you), it still keeps pags at bay by also making the character in question interested in someone else, like, you can say hysilens is pagbait because of her interactions with the MC, but she still cares more about cerydra which makes pags seethe since they want characters that only exist to service (you)
and this approach is the correct move IMO since even if you want some pag money, you don't want them taking over your game since they will drive it to the ground like they did with snowbreak, wuwa and soon ZZZ
