The whole "beacon of civlization" vs "subhuman savages" is largely a jewish, and therefore later, christian, mytheme. See "tikkun olam" for example. Pre-christianization, Rome is unlikely to have held such views, given how eagerly they adopted and syncretised from everyone they came into contact with.
The classic example being that there is essentially nothing Roman about an archetypical Roman legionary (pic not rel): his armour is Celtic, his helmet is Gallic, his sword is Iberian, his shield is Italic, etc.
