You can't encode LotR EE in 4MB. But in addition to reducing resolution, you can reduce the framerate (by an integer amount), ie. from 30 to 15. Use VP9 with ffmpeg. Yes it's CLI, so un-retard yourself and figure it out. It's not that hard. ChatGPT is actually quite good at constructing ffmpeg commands, but DO NOT trust it blindly, and sanity check it using ffmpeg docs/man pages.
