you are right. i looked carefully at the webm, and he pans further to the right than the gif would suggest. compared to the gif, the gif appears doctored to omit the motion before and after, which is part of a smooth motion to the right and overshoots the guy behind the rock. if you only see the gif, it looks like the cursor jumps on top, and then he moves it, but that isn't what happens in the webm.

i don't know how you can do something like that with a mouse, but i guess it's just a matter of training. since you say it's common, i believe you.
in firearms training on moving targets, "flick" is sort of how i'd describe the motion. you move very fast between targets because you understand where your body will move.
