This is hard to pin down because we only have a couple scattered references to the organ. All we know is that the guy who is currently the Organ might have a healing ability and that another member who is a transmuter wanted the position as well.

I'm of the opinion that this is a pretty literal comparison. I think the reason Hisoka is so well informed and is in an upper section of the ship is because he got scouted by Morena who used her position to get him on board. It's likely they planned to set Hisoka loose on the lower levels knowing it would actively trigger the spiders as well as drag the military into the fray if he started going wild. But if we assume that Kaiser is a manipulated person, the "joker" could also be activating a number of other Manchurian candidates to start other issues for the boat.
>What she needs Bork for
Initially she wanted someone in Tserri's personal guard in order to keep track of his movements. I think Borksen being a specialist is just a bonus to the fact that she met the previous requirements. What she wants a specialist for is another thing entirely and I don't think there are any good leads to pursue.

I wish I had more to give but these three points are among the more vague topics in this arc.
