For ground invasions and artillery yes it makes a massive difference. If the Taliban had artillery pieces in there war with us it would triple our casualties in that war over night.

For missiles I think the Iranians assumed a longer war but simply did not have enough to back it up. Or likely they gave away alot of missiles and production to shorter range missiles for there allies and it cost them alot more in this war.

India and China are going to need more Russian oil then ever.
