Either Space wolves being corrupted to chaos. Or Chaos Marines that look like space wolves.

Or total degenerate scum of a guardsman. Could be Penal Legion, former Hive Ganger conscript or just from a rough and tumble gritty regiment.
Bonus if they have a mohawk.
