Shelters have the most ridiculous rules and hoops to jump through to get a dog. I remember when my parents tried to adopt a dog from the local animal shelter and had them bring their other dog in to see if it was dog friendly. They wanted a husky Shepard mutt and had a full blooded Keeshond. They bring the Keeshond down to the shelter and they stick them both in a room together to see what happens. Obviously, both dogs are anxious and stressed the Keeshond barks at the other dog. They deny my parents on the grounds that the Keeshond is vicious.
There are very few dogs that wouldn’t be scared and anxious when a stranger takes it from their owner drags you to a room and puts another unknown dog in the same room. In the end they bought a husky from petco a few months later. They had no problems with each other.
