How is violence more interesting when ACTs have unique mechanics and FIGHT is literally always "press the button at the right time"?
The real problem is that random encounters suck because there's no reason to grind even if you are being violent (XP is pointless since it resets each chapter and you'll end up with more than enough money from playing normally). Once you recruit enough of an enemy, running into them is only ever an inconvenience. I think Toby realizes this, which is why he's doing more scripted recruitments like the Shadowguys.
