You really are making thins up at this point, if you go to a duty free shop, or claim reinbursement on consumption taxes you must be a foreigner and prove it. otherwise plenty of people would just be working as personal couriers and leaving their countries with plenty of shit to sell overseas.

Also, the main point of the current US shipping issues is that taxes are not collected by the shipping company, in the case of europe some are collected by the shop, not the shipping company, and for most countries the receiving country customs are the ones charging the final consumer, its never the courier that charges taxes to the store/proxy .
