It's extremely rare for a non-playable character to get merch, with few exceptions. Things like the April Fools merch and Elite Operator tags aren't common occurrences, they're the outliers. Also, to my knowledge, those figurines are 1. old 2. chibi. Nowadays, you rarely see non-playable merch.
