the scene isn't divine indecision but a covenantal lesson in mercy.

there are different schools of thought on this.
molinism offers an interesting framework.
God knows not only what will happen, but what would happen in any possible world (middle knowledge)
before creation, God considered all possible worlds based on the free choices humans would make in each one
then he actualized the world that best aligned with His omnibenevolence and divine purposes.
so in molinism, divine sovereignty, human free will, and even a kind of determinism coexist without contradiction.
