Remember that screencap of someone shitting on the Bennedict Cumberbatch Sherlock Holmes because it's a smart character written by stupid people and it doesn't work? Hank Hill is an example of a good character written by good people, and that's why he works. Homelander is a bad character written by bad people. That's why people love him and the character works, and you naturally love to hate him.
The problem with The Boys is its protagonists are way less likeable than the villains because the protagonists are good characters written by bad people. Even when Homelander does something bad, and the writers try to paint it as bad, it comes off as based because the showrunners are genuinely bad people that are so good at being awful. They should stick to writing the villains of the show and hire other writers to portray good characters. When they try to write the good characters themselves, it comes off as goofy or cringe, or somehow portrays the good characters as detestable because the writers are such rotten human beings, they can't help but make their good characters unlikable.
