The problem with budget decks is that they're almost always dependent on the commander. You can't build goodstuff slop piles on a budget because goodstuff is expensive. Anyone can use it. The guy running bristly bill with 15 counter doublers doesn't care if you control magic his commander because he'll just play a couple lands and get a 90/90 scythecat cub anyways.
