Yes retard, something that is attacking must have attacked. It is not possible for something to be attacking without there being a moment where it attacks.
In the game, it is possible because the game uses "attacks" as short hand for "declares an attack". Because the game happens in stages, it is possible to skip the declare attackers step and still have something attacking during the subsequent steps.

That's where the fucking ambiguity comes from, something that is not possible in real life is possible in game because the mechanics work a very particular way. In other games there is no such distinction, in Magic there is.

A well built mana base should screw about as often as it floods, but most people build towards the extreme end of screwing more often than they flood when if anything they should be doing the opposite. Being flooded isn't worse than being screwed. If you're mana screwed you do not play the game, you cannot come back with a big spell, you're just out.
Getting flooded really doesn't happen that much in casual commander, you always have a spell you can cast in your opening hand, and if you're hitting your land drops you can always come back and win at some point with something stupid like a tooth and nail. That's also not taking into account how insane MDFCs, channel lands, utility lands, and landcyclers are now.

in most of my games the 1v1ish nature of the format made it really lopsided depending on the Generals' deck composition and they'd get knocked out before the Emperor could solitare off too much, often games were actually too fast and people were knocked out before they felt like they could do anything.

I brewed it a bit to try to make it a bit more fun/less stompy based on bad matchups, turning it more into a 2.5 headed Giant. Since the games are shorter overall you can actually play to "win" instead of the "I don't want to be the bad guy because I immediately get focused" that can often happen in big pods.

There's a webnovel called Firstborn of the Frontier that's not bad. There's a lot of "he's the best damn cowboy for a teenager" but the worldbuilding is relatively well thought out even if the spells themselves are mostly DND based.
