By its very nature this letter is predatory and misleading.
Implying you are on some sort of list in order to provoke panic in the reader is an abuse of public information such as address lists, and can be emotionally damaging.
They call it “enforcement” even though they’re not enforcing anything, because they have no proof of you commuting a crime. They should be called a television license investigator.
Calling it enforcement implies that you will be fined if you do not pay for the license, when that is not the case. A fine may only be issued if it can be proven you were consuming content you weren’t licensed to consume.
They say
>To stop this enforcement visit
And then immediately follow up by saying
>Ignore this letter and an officer MAY visit soon
So the person may or may not come at all, and may or may not have any power at all, and they know this.
They prey on people being naive, stupid and fearful.
