I've seen countries like South Korea and Hungary try a few different things to get birthrates back up but none of the tested "solutions" involve limiting women.
Take women out of the workforce.
>workforce is halved male wages will go up
>men become more desirable and have more resources
>men with higher wages will be able to afford housing most likely
>women will need to lockdown with a man to survive
>5/10s and below will have to settle with incels
>birthrates will naturally increase overtime as women get accustomed to be homestead makers again

No first world country has tried this yet, I guarantee it would increase birthrates. You can do other things to like ban birth control to further increase birthrates.
