18 magical age theory is a religion, questioning it will immediately get its proponents including the most die-hard alleged atheists to start calling you an 'evil satanist who deserves to die'. It's the same exact pattern of behavior a Muslim engages in when you insult Muhammad.

Up until the early 1970s, the age of majority was generally 21, but it wasn't aggressively enforced as lying teenagers could assume liability for contracts including marriage & military service, they lying teenagers weren't considered grooming victims, they were simply considered emancipated adults.

In English history specifically, and the Anglosphere. boys were married by 14 and girls around 12-13 and by the end of their teens would have over replacement level number of children. They would be fully independent early on in life and it created a much more mature and competitive population.
I remember being 12 years old and being in rooms full of adults talking and wondered why I don't have the same rights, as other than things I hadn't been taught, but could easily learn and understand, like tax codes or setting up a business, there was no difference between me and the adults. Have of my class by 13 were fucking and everyone wanted to, and 10+ girls got pregnant while in highschool (age 11-16). Birth control is the real reason for births being so low and women being able to act like major whores without consequence.

I've seen countries like South Korea and Hungary try a few different things to get birthrates back up but none of the tested "solutions" involve limiting women.
Take women out of the workforce.

It is correct, you need to replace unskilled migrant labor with teen labor. The problem is also in over schooling. BUT you don't have enough unskilled jobs to justify losing skilled jobs by reducing schooling. Farmwork is done massively by machines, what can a teen do that's useful in today's economy? Not enough. There's just not enough profit motive in kids, so you have to do the opposite. Prevent anyone from hiring/promotion unless they have 3+ kids. Encourage people to marry and have kids before 18, build daycare like the soviets did. You create a profit motive if you make not having kids more expensive than having them.
