The best thing you can do is strike the attacker before the attacker strikes.
You beat the shit out of them or kill them if you have to.
If you are too slow and someone does get stabbed, then this is what you do:
Immediately stem the bleed with a cloth as soon as physically possible. Apply extremely firm pressure to the wound with both hands, ensuring not to break her neck with the pressure.
Put victim onto their side, and open their mouth slightly allowing liquid to exit the mouth so that they can breathe.
Have a bystander call medics as soon as possible. Only a medic will be able to stem the bleeding permanently.
Reassure the patient and tell them to breathe and stay awake.
You must keep pressure applied no matter how bloody your hands get, until the EMS arrive.
If at any point they begin to choke you just adjust their position.
If you are a professional you may perform a throat incision to allow for breathing bypassing the windpipe but do not attempt this if you’re an amateur
