Literally ALL of the town looked like that outside the cluster of skyscrapers in dowtown. What fucking color grading? Red, green and blue instead of SR2's red, green and... yellow?
SR2 gangs many not have always fit thematically with the territories they controlled (see the Brotherhood in Chinatown, for instance) but at least they controlled actual living, breathing, distinct city neighborhoods instead of randomly generated 'Generic American City Packs (Bundle)' asset from some online store.
