i wouldn't be surprised if at some point in time ghoul school was meant to be a backdoor pilot for it's own show but got shafted and had to force shaggy and scooby into the final production.
They had a whole ensemble cast to play with, Revolta, a one sided rivalry with the Calloway cadets, there was no good reason to throw in shaggy and scooby.
