It does the Japanese writer thing where it winds in circles because it's terrified of just stating the point shortly and bluntly. By providing so much fluff, it gives people room to weasel around and "misunderstand" what's being said. The fact that there are so many different interpretations of the letter speaks to this notion. If I write something for 10,000 people, and all of them come away with a different interpretation, I can assume one of two things: either I needed to be clearer and more concise in my messaging, or everyone else is just stupid except me.
