That's because Ukraine needs to be transparent to it's allies/suppliers, while Russia classified all economic data and makes up whatever numbers it wants. Nobody knows what's going on there, but since every indicator they haven't classified yet collapses, we can assume they've put all hands available into the war.

Because Russia doesn't care about defense. It doesn't care about it's people and critical infrastructure is so far away from Ukrainian border it was considered untouchable, until Ukrainians started touching it with their drones.
