I will say that at the very least I was at an average of 200 rolls per character and weapon in 1.x and now I'm at half that now. I was also 0% lowest in HSR 1.5 years later in the tracker and became average later (though I stopped playing it, but not before reaching E6 gepard with all those failed 50/50). No such thing as a seeded account, but there are such thing as very long unlucky periods.
