I never noticed that it was a unique skull.
If there's something that BotW and TotK uniquely fail at, it's environmental story telling.
Not because the elements aren't there, but because the atmospheric volumetric fog and lack of contrast is too overbearing and doesn't let you get a good look at anything at scale. The player becomes too pre-occupied with following breadcrumbs like their shrine sensor.

For example, in the Hebra Mountains (top left corner of map), there's a mountain peak with a circular section missing, and exploring it up close it's entirely slippery ice within that scar.
Nothing in-game calls this out, it was only given focus in the Zelda Notes for BotW and TotK, it's apparently the result of a huge energy blast coming from Hyrule Castle during the calamity.
