Yes they do, there were tons of people fleeing the Ukraine because they didn't want to get drafted or blown up by Pootin. And in WW2, many Europeans fled when things went pear shaped, why do you think so many Nazis went to Argentina? The whole reason America even got colonized in the first place is because the pilgrims were sick of being oppressed and it was easier to go somewhere else than put with the monarchy.
