They thought they will have the same market share they had for PS1 and PS2 eras. If they had 80% market share, devs would've bothered to optimize for the architecture.
But 360 was way more successful early on than the og Xbox, had a year headstart on PS3, and had an architecture that allowed for easy PC ports, which was pretty much a completely separate, isolated market in the PS1/PS2 era so again Sony wasn't considering the implications that meant for multplatform devs.
All this together meant devs had no financial reason to dick around with cell, which meant 360 was generally superior for multiplatform games, which meant Sony had a smaller market share, spiraling the issue.
If you look at devs who were forced to master the architecture aka. dev teams owned by Sony who had to make exclusives, then they were either indeed filtered (Haze, Lair, etc) or made games, usually after lengthy delays that were indeed technically superior (GT5, MGS4, Uncharted).
I think it just wasn't a main selling point in itself because 360-tier graphics in general were just already good enough already for people, which of course makes today's incremental pixel peeping bullshit so ridiculous.
