Oh, I agree 100%. I think in order for them to take action, they need to have the seed but also some kind of leaders and figures of authority that tell them what to do. I'm not saying they need to be forced by the state but they need to have a voice that constantly points them towards the right path. And a lot will still fail and stay in the Matrix. But it's either that or go full Wesker eugenicist. Both outcomes are fine by me. Even if there was a major shift in the world's current order, the sheep were culled and a new world composed of the descendants of the best and brightest was established; I'm thinking the majority of the population would still end up being as lazy and cowardly as they are today. Maybe not in the same way and the average person of that society would still be better than today's average joe. But as a society, they would once again face a similar dilemma. I think it's a never ending cycle. But I also think the fight is worth it each and every time because it is what allows us to evolve.
I like to think getting assblasted in RE5 only to end up being saved by Spencer of all people would be a huge blow on Wesker's own ego and self-esteem. Besides, imagine how physically weak Wesker would be. Definitely weaker than Spencer, if good old Ozzy returns with powers. And if that's not enough, imagine Spencer putting Wesker the same device he used on Jill to control her in RE5. I think that would be so fucking funny. Imagine Wesker as Spencer's butler or something.

Now regarding Wesker helping out the good guys, the same principle could work. Wesker could be weaker and out of options.
