I think the problem is more that manjuu chose to focus more on the waifusim modes over the bullethell gameplay. Project Identity, 3D dorm and the 3D Chibi farm are all attempts to grow the game, just not in the way we want them to. We supposedly have that roguelite mode coming too but it's been years. And the Atelier collabs show they could spice up the fampelayif they really wanted to, they just... Don't wanna.
The production value of the game have gradually improved too, in terms of CG cutscenes, skin quality, bullet hell effects, etc. The anni celebrations all have improved in production value too and nowadays we're getting 3 animated PVs per year instead of just the JP PV.
