Probably Sabo since he's much more of a golden boy than Koby. You wouldn't see Sabo getting punched like this or looking like Koby did when crying in front of Akainu. Koby getting super strong so quickly does feel like an asspull, but post Enies Lobby he made clear his dream out to be an Admiral, so it's not like it wasn't set up.
