This is probably the case. While boars could eat the poisoned rats or break into the bait traps that are meant to keep out smaller animals like squirrels and birds, this amount of consumption points to direct poisoning. If farmers are leaving large amounts of rodenticide out in the open it’s almost certainly illegal, but authorities might not be interested in investigating it.
