It sounds like players are not supposed to be able to max out a skill. This is an incredibly easy fix.

I don't know a single thing about this game or even what game it is, but if players are having a problem with not being able to cap out and you don't want them to be able to cap out, simply remove the cap (or the perception of one) and the problem is solved.
Now it sound like there might be another issue that may need to be addressed and that is the rate at which you level up vs the benefits gained from doing so. This is also an easy fix.

Additionally you can introduce soft caps to skills either by making the xp needed to level up exponential or by making the bonuses from leveling up diminish exponentially. At a certain point it either becomes improbable or not worth the grind to level up that skill any more.
