Mostly players convenience and probably balancing too. If you could just fill every fort with giga garrison and force AI to attack you, it would make wars even easier. Also, in Eu lV and CK2/3 having to fill and manage every fort would add a lot of micro management. Don't get me wrong, I wouldn't mind proper fort garrisoning, but it would require major war system rework.
