seconding handbrake it is how I make all of my webums and i dont even configure anything i just drag and drop and press vp9 & webm then let it rip and it usually figures it out on it's own
like this webm is 14 seconds long and 1.2mb while looking pretty decent, when i used webm for retards it was always a constant fight to get shit under the 4mb even if only 5 seconds long
