I don't understand institutions.
I've unlocked the tech for Promoting Institutions via cabinet and plopped a guy down in Lucca in hopes of getting New World past a shithole village on the way.
Lo and behold, I now have Meritocracy, despite the closest source being Delhi, like four times any of my ranges away.
