They buffed her so Musashi is really good against Sabers now. Outside of that Space Ishtar has seen more use in 90++, so I don't know why they keep Musashi higher.

Oberon shrank himself and spoke from the staff. At some point he disappears for a reason connected to the story, but I don't remember why. She had the staff when she arrived to the island, but the staff didn't start talking until way later. Castoria was also confused when she met Merlin because his voice and demeanor was different.

The mean demeanor spoken from the staff, him having to go and do research how to make bombs instead of teaching magic and the voiced LB6 has Oberon reading those parts when the staff spoke.

The reason why people say Merlin is a bad mage is due to him twisting his tongue reciting spells sometimes. Outside of that he is one of the most powerful magic users in Fate due to his mixed race.
