Nasu is pretty schizophrenic regarding Excalibur that's for sure. You have stuff like the power depends on the wielder, other people with it wouldn't be as strong, I think even Saber Alter has somewhere in her profile or CE that states Excalibur is only the strongest sword because it's Artoria who is the user
And then you get a bunch of exclusive lore of a planetary defense system forged with the soul of a fairy in a forge in the center of the universe's beating heart etc.
