Knockback actually cares a decent deal about being a hakaan. It is a weapon ability, so a hakaan with Forceful adds +2 forced movement to it against a size 1M or smaller creature.

Everybody Move! makes Knockback a fair bit better, of course.

That said, my long-time player and GM for Draw Steel points out that by 3rd echelon, it might be better to be a high elf or a time raider:
