You should just be able to use them at any point; I've been able to at least.
The thing is each of the EOs still takes up a deployment slot. So if you've already laid out a full team of seven girls and hit the limit, then you can't deploy them until one of them is removed. They're best used to fill in for a period when someone goes down or you call them back for one reason or another.
Up to two of Ossevia's lil' baby ants do not count against the deploy limit however so you can have two out at all times just gathering resources for you. Three or more though and they'll start to count. So that's probably why.

She is the Myrmidon Ant Queen, and she gets to keep her wings. She leads the ant girls and they are extremely overly protective of her because of how nice she is.
Also, hilariously, all of her Ant Daughters look exactly the same, have similar personalities to each other, like the same foods, and they all have the exact same name (Miiden). They are, essentially, the Ant Equivalent of the Seahorse Marines. Right down to even protecting and guarding the wide reach of the underground caverns like the navy guards the oceans.
