The point is that the myths about Ares date to an earlier period than those about Mars, and reflect a way of war that is older, rather than necessarily due to any significant ethno-cultural differences. When the Romans were still fighting in the archaic fashion, they presumably sang songs of a Mars that was much more Ares-like, but we just don't have those myths. We have the later Roman ones.
I'd guess that by the time the Greeks were fielding professional armies, their view of Ares had also moved towards a more Mars-like character, although there likely was significant institutional and cultural inertia.
