Quinn's character design is interesting. She started off as a character named Kurena, a red haired tomboy guitarist. This was dropped and spun off into Gibril.

Her next iteration was an adept who spoke with the stars. They made her clothing poofy to contrast the other girls, who usually dressed in tight clothing and renamed her Ouka. The concept and personality was recycled into Desna.

They finally settled on the Ouka we all know. They wanted her to be a normal, mentally adjusted nonadept girl that would ground and support GV. They also added the GalGun connections, along with the vast fortune.
