Holy fucking retarded. Tiers are based on powerlevel, with tier 0 being nigh unachievable because there can only be one singular tier 0 deck across all time until it's surpassed (which is literally Ishizu/tear). Until a deck can beat a fully unlimited ishizu/tear deck consistently, nothing else will ever be tier 0 again. The most anything can be is tier 1 otherwise.
