In the first chapter, Seia has proven Nagisa right for once. The whole point of Sensei being there was so no harm would happen to Seia. So she ran away from Sensei and almost instantly got herself into Millennium's mess. The only thing missing is her being shot with a rocket by a helmet gang member.
