That's not the HD Project, that's the vanilla UHD release. The textures Capcom used are trash, they just ran them through some early AI upscaler. HD Project is actually based on the GC textures.

I recommend giving it a try if you haven't already, dude dedicated almost a decade into getting it just right. Everything was remade by hand, he even traveled to some places in Spain where Capcom devs took reference pics for textures to take better ones.
