The truth is that Top 15 and Top 10 in this game have barely any difference between them. It's only when you get into top 5 do you start seeing massive power gaps.

That's the thing most people don't get when they discuss Top 10. Top 15 is basically the same thing. I don't think anyone actually thinks a top 15 Sandalphon is that much weaker than a top 10 Kat for instance.
