You gotta respect Classic Sonic; when he came back, he made sure to bring with him as many of his old friends as he could, and most of them were even made playable after 30 years of neglect. Every new Classic Sonic game introduced a new playable character.
In contrast, Shadow couldn't even be assed to get Rouge to be playable for either of his expansion packs, but he could get a different version of himself playable.
