That's one of the big problems. Aka wrote at least two other means Aqua had at his disposal to put the brakes on Kamiki without putting anyone else at risk (the movie, and Nino's confession), then tried to play off the murder suicide as the only solution. It wouldn't even take much to fix this. Nino evades capture or commits suicide before confessing. Kamiki uses his position as one of the movie's sponsors to block its release. Now Kamiki is actually a threat where direct action against him makes sense.

I think Aka chickened out on confirming Aqua was suicidal, despite clearly setting it up. Akane has that whole spiel about Aqua 'wanting to live', and while it's always possible that's she wrong, her ability to read people is ridiculously accurate on almost every other occasion.
