they thought that Kratos wasn't as strong as he really is. Keep in mind that Freya was hounding Kratos 24/7 between 2018 and Ragnarok with the expressed goal of killing him every second Kratos popped his head out of his door. Also he gets his ass served on a silver platter by multiple gods individually and barely survives.
