Governed by democratically elected politicians, elected in democratic elections. A country being a constitutional republic, does not mean it cannot be a democratic country. Denmark is a constitutional monarchy, but is also governed by democratically elected politicians, elected in democratic elections, making it a democracy.
The "constitutional" simply means said countries have a constitution. One does not rule out the other.
