It was originally used when people thought animation was too high quality for a scene or "overanimated" with useless fluff. Imagine webm related but the character is just walking down the street in between scenes.
Nowadays it's used as a shitpost for "thing you like is shit. Thing I like is based", but for anime sakuga.
